Mix first 3 ingredients for 3 minutes, add pumpkin and vanilla. Sift dry ingredients in a separate bowl then add to the pumpkin mixture, add your chocolate chips and place in cupcake papers or in lightly greased muffin tins. Bake for approximately 15 - 20 minutes at 350 degrees.
Combine 8 oz package of cream cheese, 1 stick of butter, 1 & 3/4 cups of powdered sugar and 2 tsp of vanilla. Top your muffins with icing when fully cooled.
