Hospitals Reluctant To Take Charter Oak

HARTFORD, Conn. -- Only one hospital has agreed to participate in the new Charter Oak health care plan for the uninsured, according to the state's social service commissioner, but efforts are under way to sign up more facilities.Sheldon Toubman, an attorney for New Haven Legal Assistance, said the support from hospitals is bad."Out of all the hospitals in the state, only one has signed up," he said.The Hospital of St. Raphael's in New Haven is the first to agree to treat those covered by the plan, officials said, which was designed by the state to provide basic health coverage to those who otherwise would have no insurance.Commissioner Michael Starkowski said there’s "an issue" with some hospitals, which are less than enthusiastic about the reimbursement rates for their services.Some lawmakers and health care advocates are concerned about whether the Charter Oak provider network will be adequate for the 19,000 expected to enroll.Sen. Johnathan Harris said he’s questioning whether enough providers are on board.
