EAST HARTFORD, Conn. -- After months of legal wrangling, the Channel 3 I-Team has obtained documents involving a sexual harassment investigation of a woman who was one of the highest-ranking female police officers east of the Connecticut River.The new documents give a better idea of the case surrounding East Hartford Police Lt. Lisa Freeman.The documents state that top-level police officials knew Freeman was having a long-term, intimate relationship with an officer below her in rank, but looked the other way.A new document obtained by the Channel 3 I-Team is the male officer's original sexual harassment complaint against the now-former lieutenant.The document also reports that the pair stored sexual aids in Freeman's locker at police headquarters that they bought together.While Freeman and the other officer admit to this, the document reports, police said it’s unsubstantiated that she used them in the women’s locker room on occasion over the midnight shift or that she threatened to leave them around the department with the male officers' badge number on them.The male officer also told investigators he and Freeman engaged in sex in her office at headquarters. Laboratory documents state that a pair of chairs from the room were tested, and they tested positive for female DNA, but neither officer would agree to a swab test to compare with the findings.The male officer does state in the newly obtained document that this intimate five-year relationship between himself and Freeman was known to East Hartford police officials for some time.He said the pair once went out to dinner at the TGIFridays in Manchester, where they ran into members of the command staff. After a conversation about work, he said, they were “invited to a police chief's dinner at some hotel conference. He said he began having second thoughts because the two would be seen as a couple in front of their peers.The Channel 3 I-Team doesn’t name the victim in sexual harassment cases.Neither the officer nor police officials wanted to comment for our story.
