Contractor Under Fire Gets Day In Court

Victims Say Man Never Finished Jobs

After a year under the state microscope, contractor Lloyd Bowden is heading to court.

Last year, a half-dozen people came forward after Eyewitness News ran a story about Bowden. They said he hadn’t finished the jobs for which he was paid, leaving their homes unfinished and unsafe.

Deep River resident Tom Cost said unexplained delays during the building process didn’t sit well with him. He said Bowden had trouble bringing in subcontractors and machinery to get the job done.

“We had to spend $20,000 of our own money just for the modular section,” said Cost.

Cost, along with several other Connecticut residents, has also filed a civil suit against Bowden seeking restitution.

“We did have a court date, and Lloyd nor his counsel arrived,” said Cost. “We have a sunken living room and a master bedroom suite above.”

Bowden’s lawyer eventually showed up and asked for a continuance, said Cost.

Cost said Bowden got 90 percent of the money spelled out in the contract, but that he didn’t do 90 percent of the work.

“You hate to compare,” he said. “We're better off than a lot of these customers. That's not a good way to look at it either. We've had to move on. Luckily, we've had savings to get to this point, where we can live in it.”

Bowden declined requests for comment. He is scheduled to appear in Middletown Superior Court Nov. 12.
