Hartford Officers Accused Of Improper Use Of Force

HARTFORD, Conn. -- The Channel 3 I-Team has learned that at least two officers in Hartford are the focus of an internal affairs investigation.The officers are being investigated for allegedly using improper force on a suspect.While police have not released many details about the investigation, they did say the incident was caught on camera.The two officers were suspended without pay and Hartford Police Chief Daryl Roberts said once the incident was revealed, an immediate internal investigation was launched. He said the department didn’t wait for a complaint to come in because the department’s goal is to earn and maintain the public’s trust.“We are not above the law and anyone who violates the law will be treated accordingly,” he said.According to Roberts, a man being held on a domestic violence complaint last Sunday made the first move.“He kind of reached through the bar, but I think our officers’ performance was less than professional and we can’t tolerate that, especially within the HPD,” Roberts said.Roberts said both officers on leave have been disciplined before, and although he has not officially released their names, several sources told Eyewitness News they are officers Rhashim Campbell and Kent Lee.Lee received a distinguished service medal in 2004 and is credited with the 2005 capture of a Florida fugitive wanted for murder.Eyewitness News also found at least two civilian complaints filed against Lee, dating back to 2007.Roberts said after the internal investigation is complete, if it’s determined there was criminal activity, arrest warrants will be filed.The suspect was charged with hitting an officer. Roberts said a lieutenant in charge of the shift was not directly involved with the incident, but police are investigating what role he may have had in the situation. Sources told Eyewitness News that lieutenant is Kevin Ahlquist.
