New Haven Police Vets Get New Command
Changes Come Amid Federal Investigation

NEW HAVEN, Conn. -- Two veteran members of the New Haven Police Department will take the reigns of the investigative service unit.Lt. Patrick Redding, formally in charge of the Internal Affairs Unit, will now run investigative services and Sgt. Lisa D'Addio will serve as second in command.
"I understood the severity of what the public thinks of our Police Department. They need to make sure things are in place and that the standards are met that they are paying for," Redding said.
The city also announced the appointment of a chief investigator, Bob Lawlor, to work closely with the New Haven Police Department.Channel 3 Eyewitness News reporter Leon Collins reported that Lawlor, from the New Haven States Attorney's Office, will work to improve communication between Police Department, investigators and prosecutors.The department has made many changes in recent weeks after an eight-month FBI investigation that resulted in the arrests of two members of the Police Department."Narcotics enforcement was a problem," New Haven Mayor John DeStefano said. "I think the direction of department is very clear. We've made changes in leadership where we've had vacancies in leadership."The Police Department has since disbanded its Narcotics Enforcement Unit and is anticipated to announce on Friday the restructuring of the Investigative Services Unit.The FBI raided the Police Department's headquarters on March 13, concentrating their search on the third-floor at the Detective Bureau, specifically, the Narcotics Enforcement Unit. Federal agents also searched Lt. Billy White's home, who was the head of that unit.Agents confiscated two computers, several records and other evidence. White was suspended with pay and faces charges of conspiracy and stealing money during a drug investigation sting.Officer Justen Kasperzyk was also arrested on charges of stealing federal funds.Earlier this week, the Police Department served White and Kasperzyk with notices of intent to terminate from the department.
