Officer, Businessman Accused Of Sexual Assault

15-Year-Old Boy Assaulted, Police Say

Police have charged a Waterbury police lieutenant and a city businessman with sexually assaulting a 15-year-old boy.

Police Monday issued arrest warrants for Lt. Robert Kennedy and Carl Gemino, the vice president of Gem Manufacturing. Several counts of sexual assault and risk of injury to a minor have been filed against both men.

Gemino was arrested and was being held on $1 million bond. The Republican-American newspaper reported police were searching for Kennedy late Monday.

A desk sergeant said Tuesday morning that there was no information on whether Kennedy had been located.

The investigation began Friday evening after the boy's father told an inspector in Waterbury State's Attorney John Connelly's office that he was worried about his 15-year-old son hanging around late at night at Library Park and Hamilton Park.

Channel 3 Eyewitness News reporter Leon Collins reported that both city parks are known for prostitution.

According to Waterbury State's Attorney John Connolly, during several interviews with the 15-year-old, he divulged numerous sexual encounters with both Gemino and Kennedy.

Connolly told Eyewitness News that the boy told investigators that 62-year-old Gemino picked him up at several locations throughout the city and introduced the boy to the homosexual underworld at Hamilton Park, where he said men regularly buy sex that is carried out in cars.

"We were shocked to find out the child was alleging sexual misconduct with several individuals, including a Waterbury police officer," Police Superintendent Neil O'Leary told the newspaper.

Kennedy, 46, a Waterbury native, joined the department in 1995. He has worked in the patrol, community relations and training divisions. Last December, he was promoted to lieutenant and has been working as a patrol supervisor during the evening shift.

The teen, referred to as JV in the arrest affidavit, told investigators that Kennedy took him to a home on Willow Street where he assaulted him.

"Rob was still wearing his police uniform prior to taking it off," the affidavit reads. "JV then detailed this first sexual encounter. He told Rob to stop several times, but he refused to stop."

O'Leary said Kennedy has been placed on paid administrative leave pending the outcome of the criminal case. Police also obtained a search warrant for Kennedy's home and seized a computer, among other items.

Kennedy is charged with first-degree sexual assault, second-degree sexual assault, fourth-degree sexual assault and three counts of risk of injury to a minor.

Gemino is charged with 10 counts of second-degree sexual assault and 10 counts of risk of injury to a minor.

Police said the investigation was ongoing and more arrests are expected.

Both men appeared in court Tuesday and were released on bond. Kennedy is due to return June 13. A court date for Gemino was not immediately available.
