Three More Arrested In Teen Sex Abuse Case

Police Lieutenant, Businessman Among Arrested

A continuing investigation into the alleged sexual abuse of a 15-year-old boy has led to three more arrests.

Earlier this week, police charged a Waterbury police lieutenant and a city businessmen with several counts of sexual assault.

Three more men were arrested Wednesday, including a court security officer. Judicial Marshal Donald Beaulieu, who works at Waterbury Superior Court, met the boy at a city park and had sex with him twice, police said.

Channel 3 Eyewitness News reporter Leon Collins reported Beaulieu posted a $250,000 bond at Waterbury Superior Court on Thursday.

Beaulieu, 40, of Watertown, faces charges of second-degree sexual assault and risk of injury to a minor for allegedly having sex with the 15-year-old boy in Hamilton Park. The charges come after a complaint by the boy's father.

Police said the 15-year-old told a detective that he told Beaulieu that he was only 15 prior to engaging in sex with the court officer. The victim told police that Beaulieu told him, "You should stop coming here, you're too young, you're going to get us all in trouble."

Police said they were able to identify Beaulieu after the boy told them he had sex with a man who wore a uniform, worked in the courthouse and whose first name is Don.

In court, Beaulieu's attorney denied that the allegations were true, saying there were no witnesses or physical evidence.

Police said that same park is also where the boy met suspended Police Lt. Robert Kennedy, who was later charged with sexually assaulting the boy three times.

In the other two arrests Wednesday, police said, the men met the boy through 63-year-old Carl Gemino, the co-owner of Gem Manufacturing. Gemino was arrested Monday.

Michael Juliano, 25, of Waterbury, was charged with two counts of second-degree sexual assault and two counts of risk of injury to a minor. He was held on a $250,000 bond.

Bayron Ramos, 20, of Waterbury, was charged with four counts of second-degree sexual assault and four counts of risk of injury to a minor. He was ordered held on $500,000 bond.

Police said the investigation is ongoing and more arrests are expected.
