Teen Released From CJTS Day Of Murder
Advocate Calls For Transitional Programs

MIDDLETOWN, Conn. -- Eyewitness News has learned that a teen charged in a weekend shooting was recently released from a school for troubled boys.Channel 3 Eyewitness News reporter Len Besthoff reported that less than 24 hours after being released from the Connecticut Juvenile Training School, Jermaine Buster was arrested in connection with the death of Freddy Ramirez.Police said Ramirez, 27, was fatally shot during a Saturday night robbery in Bridgeport."The people who killed him -- it's just for the dollar," said the victim's sister, Karina Ramirez.Besthoff reported that Buster spent two years under the supervision of the Department of Children and Families.The department, which oversees CJTS, said that Buster had completed his commitment and it had to release him.Documents obtained by Eyewitness News show the DCF extended Buster's stay at the school, which it can only do once under the law.Besthoff reported that once a juvenile's commitment ends at a school like CJTS, they do not have to serve probation, attend counseling or undergo electronic monitoring.Jeanne Milstein, the state children's advocate said that she believes it is the responsibility of DCF to provide transitional services to the students once their commitments end.
