Lawmakers Prepare For Special Session
Session To Cost Taxpayers $10,000 Per Day

HARTFORD, Conn. -- Although the session has already come to an end, lawmakers will return to Hartford in a couple of weeks.Legislators are planning a special session for next month to take care of unfinished business.Channel 3 Eyewitness News reporter Susan Raff reported that the special session can cost $10,000 per day."To me it seems like a waste of money," said Dan Montano of Wethersfield. "Why don't they do their work when they are supposed to do their work? Kids in school -- they don't say give me an extra week."
Legislators have some unfinished business -- they failed to pass ethics reform and to take up the conveyance tax. Cities and towns lose money on property taxes when it comes to state-owned property. The state needs to renew its commitment to offset the loss.On Tuesday, speaking to the West Hartford Chamber of Commerce, Sen. Jonathan Harris said that it was not a bad year for businesses. He said there were no new taxes and lawmakers passed a pooling bill, which allows municipalities and small businesses to buy into the state health insurance plan.Ron Morneault owns a clothing store in downtown Hartford. He said pooling health insurance may offer some help, but that it won't solve the problem of rising costs."As well intentioned as the state legislature may be, I don't know the details of the plan, but these are stop gap measures and are only Band-Aids," he said.When lawmakers began the session, they had a $260 million surplus. Now Connecticut is facing a deficit of $80 million.Channel 3 Eyewitness News reporter Susan Raff asked Harris whether he thought it was prudent to have a special session when the budget is in such a bad state."Well, you want to be as quick as possible because you want to save as many tax dollars as possible, but the larger picture on the table -- the conveyance tax means $40 million to municipalities," he said.
