Girl Said Man Peeked Into Her Bathing Suit

A man is accused of using candy to lure children to a tent behind Main Street in Winsted.

Robert Logan, 34, a transient from Arkansas, was arrested and charged with risk of injury to a minor, sexual assault in the fourth degree and breach of peace.

Police said numerous children said Logan tried to entice them into the tent behind 112 Main St. on Saturday. They said he bought them candy and ice cream.

Police said a 7-year-old girl said she went into the tent and that Logan pulled her bathing suit from her bottom and looked into it.

"One of the girls later told her mother that she had, that he had touched her by pulling her bathing suit back and looking at her," said Officer P.J. Bialoglo.

Channel 3 Eyewitness News reporter Len Besthoff, the only television reporter covering Logan's arraignment, obtained court documents in connection to the case on Monday.

According to the documents, Logan admitted to buying candy for the children, and said that he thought he may get in trouble because one girl was not happy about not getting candy.

According to the documents, some of the children described Logan as being drunk later in the day on Saturday.

One boy told police that Logan punched him in the head as they walked into a convenience store. No injuries were reported in connection with the alleged punching.

Logan's criminal history includes charges of forcible rape, battery and kidnapping in Arkansas. He is a registered sex offender, and is listed on the sex offender registry as a category 3 offender, which means he is considered a "high-risk" offender.

Logan's bond was raised from $50,000 to $125,000 at his arraignment at Bantam Superior Court.
