BROOKLYN, Conn. -- A person cutting a tree down near a power substation caused a power outage when it came down on a major transmission line in Brooklyn Friday afternoon.CL&P crews said the tree-cutter told them that a gust of wind came along while he was working and blew the tree down in the wrong direction, taking down the power line.Connecticut Light & Power officials said the incident left 99 percent of Hampton, 91 percent of Brooklyn and 20 percent of Pomfret without power. They said Canterbury, Chaplin and Scotland were also affected, but on a smaller scale.CL&P said at 4:20 p.m. that power was expected to be restored within two to three hours. By 5:20 p.m., the company said power had been switched to an alternate line and that residents would see power return within the hour.
