Timeline Of Hit-And-Run Investigation

5:45 p.m.: Hit-and-run called in by Hartford Police Officer responding to another call for service. Officer Ken Labbe came upon Angel Torres lying in the roadway and called for EMS assistance and the investigation was initiated. One witness was located and interviewed and a description of the evading vehicles put out to area law enforcement.
Police canvassed surrounding area for video and additional witnesses. Officers identified cameras and made requests for video footage.
Police received and reviewed video from Park Street cameras.
Video was taken to Connecticut State Police Forensic Science Laboratory. Lab stated they were unable to enhance due to pixilation and low quality image. At the same time attempts were made to enhance using Adobe and other software owned by Hartford Police. Updated vehicle descriptions sent out to area Police Departments.
Video was given to Angelsea Critical Evidence (local forensic video enhancement company) for review and enhancement.
Hartford police were contacted by Chicago Police regarding new video enhancement software they purchased. Video was sent to Chicago Police, but was unable to be enhanced.
Police advised the vehicle that struck Torres may be a 1988-1992 Honda Accord, four-door sedan and was maroon in color. May also be 80s model Nissan Maxima or Sentra or Toyota Corolla. Vehicle description put out to area law enforcement.
Police investigated numerous tips to no avail.
Police checked all tow companies and listings in Hartford and several of the larger firms in surrounding towns for private and police tows. No vehicles matching found.
Police checked all local auto body shops for similar vehicles with damage consistent with the crash and created flyers outlining $10,000.00 reward along with still images of both vehicles. Detectives handed out more than 450 informational bulletins on Park Street.
Video was given to MGM at Foxwoods Casino for possible enhancement in their state of the art system.
Police follow multiple tips to no avail.
Police receive a credible report that the suspect vehicle was driven into the Connecticut River at the Charter Oak Boat Launch. CREST dive team searched the river using divers and found vehicles that were proven not to be the suspect vehicle. Prompted HPD to purchase Humminbird “Side Scan Sonar” to search others areas of the river.
