POSTED: 11:38 pm EST February 23, 2007

New England's first popularly elected African-American big-city mayor might want his office back.

Eyewitness News has learned that Thirman Milner has filed the necessary papers to form an exploratory committee to run as an independent.

The registered Democrat has also served as a state representative and state senator.

The 73-year-old great-grandfather currently works as a consultant. On Nov. 3, 1981, Milner made history by becoming the first black mayor of Hartford and the first popularly elected black mayor in New England.
