HARTFORD, CT (WFSB) -

State lawmakers are returning to the Capitol on Wednesday for the start of the new legislative session.

Lawmakers are expected to focus on education reform, liquor laws and new rules for utility companies.

Gov. Dannel Malloy will give his State of the State Address on Wednesday afternoon where he will release details of his midterm budget proposal.
