Clinton police have arrested a doctor accused of sexual assault.
After a five-month investigation with the assistance of the Chief States Attorney's Office in Middletown, the Chief States Attorney Medicaid Fraud unit, the Connecticut Department of Public Health and the Connecticut Department of Consumer Protection Drug Control unit, the Clinton police Department obtained three separate arrest warrants for the arrest of Dr. Tory Westbrook, 43, of Glastonbury.
Police said Westbrook was a physician at the Community Health Center in Clinton until leaving in February.
Police received complaints of inappropriate sexual contact by Westbrook from multiple patients at the Community Health Center.
Police in Clinton said they interviewed several victims who reported that Westbrook sexually assaulted them during appointments at the Clinton office.
The assaults occurred from 2010 until 2012, according to police.
Westbrook turned himself in to police after learning about warrants that were issued for his arrest.
Westbrook was charged with three counts of second-degree sexual assault and one count of fourth-degree sexual assault.
He also has three protective orders against him and can't contact or go near the alleged victims.
He was released from jail on Tuesday afternoon and has his case continued until June 29.
According to the Office of Health Reform & Innovation's website, Westbrook was born and raised in Memphis, TN, and left the area when he matriculated as a scholarship student to Howard University in Washington, D.C.
Westbrook eventually made his way to the Yale University-affiliated St. Raphael Hospital as a general surgery resident and then became the first African-American chief resident at the University of Connecticut-affiliated Middlesex Hospital Family Practice.
He has served as medical director for a large nursing home in Middletown, CT, as well as the medical director for the East Hampton and East Haddam school systems.
Westbrook is married to the Hon. Dawne Westbrook, and the couple lives in Glastonbury with their children.
