Arrest made in alleged group home abuse


An employee at an East Hartford group home has been arrested days after a video surfaced that appears to show abuse.

Angelica Rivera, 33, turned herself in to East Hartford police Thursday night.

The East Hartford Police Department received a complaint from the group home, Options Unlimited, and the Department of Developmental Services regarding a video that was delivered to their offices Wednesday.

The Channel 3 Eyewitness News I-Team received the same anonymous video labeled "The Perfect Employee."

In the video, a woman is kicked in the stomach, repeatedly hit with a belt and was dragged off by her hair.

During a police investigation, Rivera admitted to detectives that she was the person in the video.

"The success of this and the fast moving investigation and the arrest and search warrant were a great cooperative effort between the state police, the Department of Developmental Services and the East Hartford Police Department Criminal Investigation Division," said Beau Thurnauer of the East Hartford Police Department.

Rivera was charged with:

  • Cruelty to persons
  • Unlawful restraint in the first degree
  • Intimidation based on bigotry or bias in the second degree
  • Assault in the third degree
  • Abuse in the third degree
  • Disorderly conduct

"We served a search warrant on Tolland Street in East Hartford and seized a computer, and things are continuing," Thurnauer.

Rivera was released on a $25,000 bond and is scheduled to appear in court Aug. 1.
