DEEP EnCon Police make arrests in theft from Avon property

AVON, CT (WFSB) -

The Division of Environmental Conservation (EnCon) Police of the Department of Energy and Environmental Protection made two arrests on Thursday. 

Forty-seven-year-old William Diehl of Ashford and 42-year-old Richard Duclau of Rogers were arrested in connection to the theft of several flood gates from the Flood Gate House on the Farmington River in Avon.

Both men were charged with first-degree larceny, first-degree conspiracy to commit larceny and first-degree criminal mischief, all felony charges.

The components that were stolen hold a replacement value of approximately $73,000 and the damage done during the removal is estimated to be $28,000. 

The components of the flood gate are made up of very large and complicated metal gears historically used to open and close the flood gates on a dam in the Farmington River near the Collinsville section of town.

The components themselves weigh over one ton.

The men were able to break down and sell the scrap for only $230.

Both men are to appear in Hartford Superior Court on August 20.
