
A police sergeant who violated department rules by standing on a handcuffed suspect's neck has been suspended.
An internal affairs investigation found Sgt. Chris Rubino used "excessive force" while making an arrest.
The police chief suspended him for 15 days without pay, which is the longest suspension that can be given for a case like this.
Rubino said the suspect was out of control.
