Doctor charged with sexual assault arrested again

A Glastonbury doctor who has been accused of sexually assaulting patients has been arrested again by members of the Clinton Police Department.

Dr. Tory Westbrook turned himself in to police on two outstanding arrest warrants. The first warrant charged him with sexual assault in the second degree and sexual assault in the fourth degree with a $100,000 bond.

The second warrant charged Westbrook with sexual assault in the fourth degree and also has a $100,000 bond.

In addition, Westbrook also had two outstanding warrants with the Manchester Police Department. One of those charges him with fourth-degree sexual assault with a $10,000 bond and the second charges him with second-degree sexual assault, unlawful restraint and criminal attempt to commit sexual assault in the fourth degree. That warrant had a $50,000 bond.

According to court documents, Westbrook is accused of sexually assaulting patients at the Beauty Spa in Manchester, where he rented space to do laser hair removal.

The staff at Beauty Spa chose not to comment on the case.

"It was around my fourth visit that I began to feel uncomfortable with Dr. Westbrook," one patient told police. "He asked me to remove my bra. I hadn't done this before, and saw no reason to do it now."

The patient said the doctor persisted and convinced her to let him work on her bikini line. That is when the sexual assault occurred, the patient said.

"I told him to stop, and reminded him that he was married and had four beautiful children," she told police. "I didn't know what else to do."

Clinton police said the Connecticut Chief State's Attorney's Office also had an outstanding arrest warrant for Westbrook charging him with six counts of larceny and six counts of insurance fraud. That warrant carries a $100,000 bond.

In total, Westbrook was held on a combined total of $360,000 bond and appeared in court on Thursday. He pleaded not guilty and is free on bond.

"Separating each of these claims from each other and separating fact from fiction will be the work of a jury at some point," said attorney Norm Pattis. "And it'll be very difficult work."

Westbrook had a pending court date in Middletown Superior Court on Oct. 11 in regards to his previous arrests.
