A man in East Hartford appeared in court Monday after being accused of secretly recording his underage neighbor on a cell phone while she was in the shower.
The incident was reported at an apartment complex on Olmstead Street.
Police said the girl found the phone over the weekend hidden inside a soap box, and the phone was traced to her neighbor, Cesar Torres-Cruz.
Police said Cruz is the landlord's son and had access to all the apartments. Two other people were also seen on the recording, police said, but the video isn't clear.
The girl told Eyewitness News that her family let us see the shower.
"It's so horrible for me," she said. "I feel so bad."
In court Monday, Bail Commissioner Darren Hall recommended a $50,000 bond for Torres-Cruz because he had no previous criminal history and has been here for five years after immigrating from Peru.
However, the judge did not agree with the bond request and set it at $75,000 after the state prosecutor, Adam Scott, said he had tenuous ties to the state.
The bond was raised because of the strength of the case, according to judicial officials.
The East Hartford Police Department is looking into the possibility of other victims since Cruz had access to all the units in the multi-family home.
Cruz has no criminal record, is in his last year at UConn getting a business degree, and that his family has hired a private attorney to defend him.
