The Department of Motor Vehicles will require anyone over the age of 18 looking to get a license to hold a three-month learner's permit before taking a road test.
DMV officials said the changes are needed because road travel is dangerous for inexperienced drivers.
The change comes after 106 years of not requiring training prior to obtaining a driver's license, DMV officials said.
The new rules goes into effect Jan. 1.
"Cars are more sophisticated today, traveling roads can be more dangerous for inexperienced drivers and some form of a learning period is required now for those over 18, just as we have done for those under 18," DMV Commissioner Melody A. Currey previously stated.
