New details were released about the arrests of a former volunteer fire chief and lieutenant in Coventry on sex assault charges involving junior members of the department.
Documents obtained by Eyewitness News indicate the former chief had a two-year sexual relationship with a girl starting when she was 15 years old and the lieutenant had one with a 16-year-old.
According to police, an investigation revealed Joseph Carilli, 53, and Joe Fragoso, 35, had been having sexual relations with members of the Coventry Volunteer Firefighter Association's Junior Firefighter program.
After a pair of interviews, a 17-year-old junior member of the South Coventry Fire Department "finally broke down and confirmed she is involved in a sexual relationship with Joseph Carilli," according to court documents.
Carilli, who is married with children, was the chief for six years and was arrested on Valentine's Day. He has since resigned from the department and turned his gear in the week before his arrest.
Carilli has also admitted to the relationship and said it lasted about two years.
"He would have sex with her in the Coventry firehouse in the Board of Directors room as well as the attic," court documents stated.
The affidavit also said in the past year, Carilli's victim became pregnant and "would purchase money orders, using his money, to pay the abortion bills."
State records show Carilli also served eight months in prison in the mid 1980s for a sexual offense involving a 14-year-old.
Fragoso, who is also married with children, had been a fire lieutenant at the department since June 2012 and is a firefighter for the state agency Mental Health and Addiction Services, which is located on the campus of the Connecticut Valley Hospital.
Fragoso, who handed in his fire gear last month, admitted to police that he had a two-month relationship with a 16-year-old girl at the South Coventry Fire headquarters, and in a police boat stored at a substation.
According to court documents, there may be videotape of Fragoso and his victim involved in a sex act inside the firehouse.
There are numerous accounts in these documents of the two men asking for, and receiving nude photos of the teens as well, according to court documents.
"It's a shame," said Norman Gosselin of Coventry. "He (Carilli) could be a good guy. He's a good fireman and everything. But, why does he do that?"
Coventry residents were upset about the allegations against Carilli and Fragoso.
"It's unbelievable, it's just unbelievable," said Sandra Hall of Coventry. "But, it sort of goes along with what goes on in this day and age."
Carilli is being held on a $250,000 bond and Fragoso is currently out on bond.
