Disabled homeowner at odds with town over cluttered property

Eyewitness News was On Your Side after residents of a neighborhood in Plainfield were outraged over a home they say has become an eyesore.

As trash continues to pile up, neighbors on Putnam Road blamed the people who live there, saying they're not doing anything about it.

Eyewitness News visited the home where debris was on the front stoop, bushes were overgrown and an abundance of items littered the yard.

"I can't do everything myself and I'm handicapped," said Byron Perry, who lives at the home with his wife.

Perry told Eyewitness News that he has lived at the home for almost 20 years and the residence has slipped into disrepair "off and on."

"We get it cleaned, when it gets done," he said. "We tossed out a whole mess already."

People who pass by the home can't help but notice it.

"It is a bit of an eyesore with all that trash in the yard and the siding coming off the house," Marc Lafortune said. "I see how neighbors won't be looking out their window to see that every day."

The town has heard about these complaints. They sent the homeowners a letter on April 18, which told them to clean up or face a fine because they are violating a town ordinance.

That town ordinance says homeowners can't collect household waste. Garbage has to be stored in containers and it has to be emptied on a regular basis.

The town is looking to follow up with the Perrys, and Perry told Eyewitness News about his property.

"It doesn't bother me," Perry said. "We're trying to clean it and like I said, the wife can only do so much."

Eyewitness News called the Connecticut Department of Veterans Affairs on Perry's behalf, and they recommended Rebuilding Together, who hauls away items for veterans.
