PHOENIX (AP) -

The Arizona Senate has voted down an election omnibus bill that seeks to limit early voting participation.

Republican proponents fell short by one vote late Thursday. All Democrats opposed the measure.

The House voted 33-26 earlier on Thursday to advance House Bill 2305. The vote came as lawmakers debated a flurry of bills and the 2013 legislative session rushed to a close.

The measure seeks to trim the state's permanent early voting list and limit who can return mail ballots for voters. Opponents say it would limit Democratic and Hispanic voter turnout.

Republicans in the GOP-led Legislature have lobbied for the election overhaul throughout the session.

Lawmakers are scrambling to get their favorite bills through the Legislature before the session ends.
