HARTFORD, CT (WFSB) -

Children were attending a summer program when a man was shot and killed near an elementary school in Hartford Wednesday morning.

The shooting was reported near the Jumoke Academy at Milner in the area of Greenfield Street and Vine Street around 10:17 a.m.

An unidentified 25-year-old man, who was shot in the torso, collapsed on school property, according to police.

Witnesses told Eyewitness News that the man was running and out of breath before the shooting.

The Milner School in Hartford was placed on a "lock-in," while police investigated the shooting. Officials stressed that students were never in danger.

"I know she is safe because they don't let anyone in no matter who they are," said parent Nicole Armstrong.

City officials said that since programs at the school were in session and there was a heavy police presence outside, people in the building are not allowed to leave and no one is allowed to enter.

"It's just scary in general," Armstrong said. "You know our kids could have been outside."

The students were released from the school at 2:30 p.m.

"Nothing happened to our kids and that's the most important thing," said a parent, who wished not to be identified.

Police said no students witnessed the incident and all of them were believed to be inside the building at the time of the shooting.

Investigators said they believe the shooting had nothing to do with the school or its staff.

"We don't believe the event started there, but a significant portion of the event did happen there," said Hartford police Lt. Brian Foley. "We don't think student or staff were in any way related to this event."

The identity of the man who was shot and killed has not been released, and police did not say if they know who is responsible.

Investigators were looking at surveillance video as they try to piece the puzzle together.

Anyone with information is urged to call Hartford police at 860-757-4000 or the tip line at 860-722-TIPS (8477). All calls will be kept confidential.
