Owner of Phoenix carpet company busted on fraud charges

The owner of a carpet cleaning business was arrested in an insurance fraud scheme.

Richard Sparta, of APEX Carpet Cleaning, is accused of telling a policyholder on July 20 she could collect thousands of dollars if he brought a Persian rug into her home, intentionally damaged it and blamed it on mold.    

Sparta told the policyholder to leave the home while he broke a plumbing pipe, according to the Arizona Department of Insurance. Sparta then told the woman they would file an insurance claim, state officials said.  

The policyholder's son recorded the damage on his cell phone and the video was turned over to the insurance department's fraud unit.

Sparta returned to the home on July 25 to complete the scam when he was arrested by fraud unit agents, insurance officials said.

The man has been charged with conspiracy to commit fraud schemes and insurance fraud. The case is being prosecuted by the Arizona Attorney General's Office.
