Las Vegas City Council members approved Wednesday a revised curfew proposal for the downtown area.
Las Vegas Mayor Carolyn Goodman pushed for stricter rules for those under 18 around Fremont Street. The original proposal covered an area considered too large. The revised proposal shrinks the area considerably.
The area approved for the curfew is between Main Street and Maryland Parkway and Stewart and Bridger avenues.
The curfew was approved unanimously by 6-0 vote. Councilman Steve Ross was not present for the vote.
The 9 p.m. curfew, which will go into effect on Friday, will be in place for those under 18 unless accompanied by an adult. The downtown 9 p.m. curfew will be in effect on Fridays, Saturdays and legal holidays. The city's general curfew, between the hours of 10 p.m. and 5 a.m., applies Sunday through Thursday and between the hours of midnight and 5 a.m. on Friday and Saturday.
"I think it's good. It's a start, anyway. We've got a very defined space in which this curfew exists. We'll work on this for the next several months and see how productive it is, and if we need to revisit the curfew, either make it larger or make it smaller, we will," said Metro Capt. Shawn Anderson.
There have been objections by businesses along Fremont Street. Police and others argue the area is largely populated by bars and there is little for those under 18.
The curfew is an hour earlier than the citywide one currently in place, and three hours earlier than the one in place on weekends.
"The 9 o'clock hour was picked because I think that additional hour is going to provide us with an increased window to do what this ordinance is intended to do, which is protect our most innocent from the potential of violence or other bad things," Anderson said.
The city noted certain additional exceptions:
If the child is legally employed, for the period from one-half hour before to one-half hour after work, while going directly between his or her home and place of employment. This exception shall also apply if the child is in a public place during curfew hours in the course of his or her employment. To come under this exception, the child must be carrying a written statement from the employer attesting to the place and hours of employment;
If the child is coming directly home from a meeting or a place of public entertaining, such as a movie, play or sporting event, or from a school, social or religious activity. This exception will apply for one-half hour after the completion of such event, but in no case beyond 1 a.m.
If the child is, with the consent of his or her parent or legal guardian, engaged in interstate travel.
In addition, the city said temporary fencing will be in place during the First Friday street festival at Fremont Street Experience and the Fremont East District in downtown.
