A man in Windsor said his water is usually $100 per month, however, he recently opened his mail and was shocked to find that he owed more than $1,300.
The Metropolitan District Commission had been undercharging John Avedisian for years, he told Eyewitness News Thursday. However, Avedisian said MDC officials never told him.
"My reaction was I almost fell on the floor," Avedisian said.
Avedisian said he has been paying his water bill, which was usually between $100 and $150 per month. But it turns out the bill is an estimate of his monthly usage.
The problems started for Avedisian when he started renting out his condo three years ago.
The MDC said the bills Avedisian got clearly stated "your bill has been estimated one or more times. It is imperative that you contact the Metropolitan District to arrange for an actual reading in order to prevent errors and hardships."
But, Avedisian said he never contacted MDC.
Once, he received the large bill, he called the MDC.
"They told me I underestimated the bill and I stopped them right there," Avedisian said. "And said 'I haven't estimated anything.'"
"They said they had been estimating it for three years and I said 'why is that,'" Avedisian said. "And they said well 'our piece of equipment that was on the outside of your house failed.'"
A new more accurate device has now been installed. However, MDC still wants their money and Avedisian has to pay the bill. Avedisian said he was given about thee years to pay it off because that's how long it took to incur those costs.
"Technically you could spend the next three years paying that off," Avedisian said. "If I have to I guess, instead of going to jail, I will pay the bill."
Avedisian said he will seek legal advice.
However, Avedisian is not alone. The MDC said many of the their customers are getting adjusted bills. Some may be paying less, but a lot will be paying more.
