Hundreds of Torrington taxpayers are letting for overpayments pass them by.
The Republican-American reports that six months after the city circumvented Tax Collector Robert T. Crovo and alerted 953 taxpayers that he owed them refunds, fewer than 100 checks have been delivered as of Oct. 1.
According to city documents the newspaper obtained in an open records request, Crovo returned about $92,000 to 91 taxpayers as of Oct. 1. Another $109,405 owed collectively to the remaining 862 people and businesses has not been returned.
Municipal tax collectors in the state's 168 other municipalities, who work on the town payroll, turn overpayments back to the public and keep records of the transactions available for public inspection.
