Arbitrator pushes to close arbitration meetings


A union arbitrator is seeking to bar the public from arbitration hearings on teacher contract disputes.

The Republican-American reports that Martin Gould asked the state Supreme Court on Wednesday to overturn a Superior Court ruling that he and two other arbitrators improperly barred a reporter for the newspaper from attending a hearing involving the Torrington school board and its teachers union.

The Republican-American filed a complaint under the Freedom of Information Act after Gould and two other arbitrators barred a reporter from attending an arbitration hearing.

The commission ruled that the arbitration panel was subject to the open meetings law and could not exclude the public when the union and school board presented evidence.

Gould says arbitration hearings should be closed to keep private issues relating to strategy or negotiations.
