Off-duty corrections officer involved in shooting

Three Hartford men were arrested after being accused of shooting into the car of an off-duty Department of Corrections officer Thursday night.

Just before 11 p.m., the Hartford Police Department Shot Spotter alerted them to a shooting that took place at the intersection of Wethersfield Avenue and Wyllys Street. Police said they also received a 911 call from the off-duty corrections officer, identified as Angel Ortolaza, who said he was following a vehicle with three men in it after they opened fire at him.

Ortolaza said he was stopped at a red light at that intersection when the vehicle pulled up next to him. He said the three men in the vehicle had an "aggressive conversation" with him, and at that point one of the men in the vehicle pulled out the gun and fired several shots into Ortolaza's vehicle and fled.

Ortolaza followed the suspects, who opened fire at him once again while he was trying to keep up with them. At one point Ortolaza pulled out his own gun and returned fire.

Ortolaza spoke with dispatchers until Hartford police arrived. They then took over the pursuit until the vehicle stopped and the three men fled on foot.

Police were able to capture all three men.

The three men were identified as Luis Lugo-Ortiz, 25; Juan Ramos-Rivera, 25; Carlos Collazo, 24.

Lugo-Ortiz was charged with operating a motor vehicle without a license, engaging police in a pursuit and interfering with a police investigation.

Ramos-Rivera was charged with interfering with police.

Collazo was charged with criminal attempted assault, reckless endangerment, unlawful discharge of a firearm, carrying a pistol without a permit and criminal possession of a firearm.

Ortolaza was not injured in the shootout.
