Connecticut legislature meets midnight adjournment deadline

The Connecticut General Assembly has reached its adjournment deadline, closing out a session marked by a plummeting state surplus and debates over a moratorium on fracking waste.

After a day filled with tributes to retiring lawmakers and a lengthy debate on fracking, the House of Representatives and Senate rushed to finish a key budget-related bill late Wednesday night that spelled out details of the $19 billion tax-and-spending plan.

The details of many other bills were included in the 260-section bill, including plans to scale back judge's pensions and develop a public retirement plan for private-sector workers.

Gov. Dannel P. Malloy, who's running for re-election, was to address a joint session of the legislature early Thursday. He says his priorities for the session were accomplished, including a minimum wage increase.
