"Gusty outflow winds are causing these storms to flare-up rather quickly," CBS 5 Chief Meteorologist Chris Dunn said.
Arizona Public Service said 3,600 customers were without power in central Phoenix. The boundaries were from Cactus south to the Arizona Canal and from Central Avenue west to 19th Avenue.
A small stream flood advisory was in effect until 7:45 p.m. for south central Yavapai County. Radar indicated very heavy rain - between 1 and 3 inches - had fallen over Crown King and the extreme southern edge of the old Gladiator burn scar.
"The monsoon comes in surges, and we're in the middle of a moist air surge," Dunn said. "That surge will retreat again Wednesday as the weather pattern across the country shifts a bit."
That shift will bring drier air in all levels of the atmosphere into Arizona, Dunn said.
"The drying trend will last through the end of the week and into the weekend with another potential surge pushing back in on Sunday or Monday of next week," he added.
