Police said they responded to a frantic 911 call from a friend of the mother on June 2. The call stated that LeRoya Moore "was going to kill herself" and locked herself inside her home on Strong Street.
When officers arrived, they said they could smell natural gas.
They said they found LeRoya Moore outside the home with apparent injuries to her arm.
Inside, they found the children and believe their bodies had been there for at least 24 hours.
According to an arrest warrant, LeRoya Moore left a note at their feet that said they were loved and went to heaven.
"They got to do all of the things they wanted to do before they died today. They ate their favorite things," the note said. "They had ice cream and they wanted to paint their nails so we got nail polish."
