A 25-year-old woman was shot and killed while on a porch in New Haven early Tuesday morning..
Police said it happened just after 4 a.m. on Tuesday in front of a home on Congress Avenue.
They said the victim, whom they identified as Francesca Ratchford, lived at the apartment home.
When officers arrived, they said they found her with multiple gunshot wounds. She was pronounced dead at the scene.
They spent the morning snapping photos and looking for evidence. Investigators said they closed Congress Avenue for the morning while they conducted interviews.
The homicide was the Elm City's ninth of the year, according to police.
On Tuesday afternoon a memorial had been set up on the front steps.
"Finding out it was her, horrible, devastated. I've washed clothes with her at the laundry mat, talked a lot. I didn't know her too well, but well enough to be cordial. Its horrible," said Gregg Stroud of New Haven.
Neighbors said Ratchford had a young son.
"She's lived in the building about 10 years. Everybody knows her," said Theresa Bethea, who works next door to where Ratchford was shot.
While those who live in the neighborhood said the area has changed over the years, they said the violence is troubling.
"Nothing good happens after midnight, but at the same time, she should be able to sit on her porch, its summer, its hot," Stroud said.
Police said they are searching for a potential person of interest in the case. They described him as a young male with his hair in dreadlocks who was not wearing a shirt.
