Avon rails-to-trails rape suspect set to face a judge

HARTFORD, CT (WFSB) -

A man accused of raping a woman on a rails-to-trails path in Avon is scheduled to face a judge on Monday.

Luis Javier Ortiz, 29, of Chicopee, MA, was arrested on July 7.

Court officials said he’s on the docket to be arraigned at 10 a.m. at Hartford Superior Court.

Police said Ortiz was working for United Site Services, a Porto-Potty company, when he attacked a jogger near Scoville Road.

The incident happened on June 25.

Police said the victim was able to give them a description of her attacker, which included that he was wearing the yellow reflective vest common to United Site Services employees.

DNA evidence was able to link Ortiz to the crime, which lead to a warrant for his arrest.

He was charged with sexual assault and kidnapping, according to police.

Ortiz’s court-set bond was $2 million.
