An argument with "racial overtones" led South Windsor police to arrest a man who visited a doctor's office.
Police said 50-year-old Mark Sullivan of Providence, RI was engaged in an argument with other patients when he made threats.
The incident happened back in June.
Police said Sullivan and another woman left before officers arrived. An arrest warrant was served on Friday.
Sullivan was charged with breach of peace and released on a $2,500 surety bond.
Police said he's scheduled to face a judge at Manchester Superior Court on Aug. 13.
