WOLCOTT, CT (WFSB) -

A mother was arrested after her 2-year-old in a soiled diaper was found wandering on the streets of Wolcott Monday morning.

Officers arrived after police said two people reported finding a wandering child on Spindle Hill Road. The child was riding his toy car in the middle of the road.

The child’s mother, 28-year-old Shelly Churchelow, told police that she fell asleep. Churchelow said her child was able to open the door, even though she said she had activated the child locks.

"That is a dangerous section of the road. If somebody was speeding, we'd be talking about something a lot worse," said Wolcott Police Chief Edward Stephens.

Police said they got the phone call about the child from Alexandra Earnshaw, who happened to be heading home at about 9:30 a.m. on Monday.

"When I took the turn, I just saw the car in the middle of the street. It was right on the yellow line almost," Earnshaw said. "I was really mad. There's just no excuse for it."

Churchelow was charged with risk of injury to a minor.

The child is expected to be OK and has been turned over to their grandmother.

The Department of Children and Families is investigating the incident.
