Father faces judge after 'worst case of child neglect' in Stamford

A father from Stamford faced a judge on Wednesday for what police called one of the worst cases of child neglect they ever saw.

Police said Igor Kotsopey and Marina Vouk were arrested after their 14-month-old child was found in horrific conditions.

They said their apartment on Myrtle Avenue was filled with garbage, empty liquor bottles and infested with insects.

The child’s crib was also covered in fecal matter.

"The master bedroom/child's room had the strongest odor...in plain view the officers observed what appeared to be smeared fecal matter on top of the child's crib," court documents said.

While both parents were charged with risk of injury to a minor, Kotsopey is additionally being charged with assault and disorderly conduct for allegedly beating his wife in their Stamford apartment.

"That's bad,” said Tazim Ahmed, a parent. “I don't know what their family issues were but the baby at least needs to be taken care of.”

Police said when they showed up at the home after reports of a domestic dispute, Kotsopey's wife had bruises on her legs and she told police that her husband routinely hit and kicked her. She also said they would argue and get drunk and that she didn't want to be with him anymore.

The child was taken to Stamford Hospital for treatment.

Police said the child is in the care of state officials as they continue to investigate. The child's mother was taken to a safe house.

Kotsopey’s arraignment was originally scheduled for Tuesday but it was continued to Wednesday. He is expected to appear in court again on Nov. 10.

If he does make bail, he will be hooked up to a GPS monitoring system and will have no contact with his wife or son.
