Interstate-91 north was closed on the Cromwell-Rocky Hill line because of a deadly crash on Thursday morning.
As of Thursday afternoon, the highway was clear.
Connecticut State Police said the crash happened just before Exit 23.
The Life Star emergency helicopter was reportedly landing on the highway.
Police said a car traveling in the left center lane lost control and hit another car in the right lane, and then went onto the median and hit a tree.
The driver of the vehicle was identified as 25-year-old Jemel Williams of Middletown, who was killed in the crash.
His passenger was identified as 29-year-old Brandon Stewart, of Hartford, who is in critical condition.
The driver of the car struck was not injured.
Police said the investigation is ongoing.
