Willimantic police closed the area of Birch and Prospect streets for a serious crash on Thursday evening.
The two-car crash was reported a little before 5:30 p.m. behind Eastern Connecticut State University's campus.
LIFE STAR was reportedly called to the scene but couldn't land because of the weather that hit the area.
Gabriel Baig saw the crash happen and called 911 right away.
"I remember she said her arm was crushed, like she couldn't move her arm, like it was numb," Baig said.
Police said a mini van was heading west on Prospect Street when the car collided with a Nissan Maxima.
The van went airborne and rolled onto its side, police said.
Investigators will look to see if speed, distracted driving, or drugs or alcohol are a factor in the crash.
Police said the driver of the van was taken to Hartford Hospital with serious but non-life threatening injuries. The other driver also suffered non-life threatening injuries.
