Lawmakers debate budget as session deadline looms

HARTFORD, CT (WFSB) -

Gov. Dannel Malloy and democratic leaders are battling it out, trying to agree on a budget plan.

Lawmakers have been hearing a budget deal is in the works but they have not seen it.

They may not get it until Wednesday, which means they will likely be headed for a special session, as the legislative session ends on Wednesday at midnight.

Lawmakers are looking for a plan to cover next fiscal year's $960 million budget deficit as the legislative session deadline looms.

There have been many proposals, and the state has already seen hundreds of layoffs and cuts to state agencies, and many people have been involved in the fight to preserve services.

At this point, cities and towns don’t know what state funding they will get.

“Frustrated. Certainly confused, that’s because there are so many different proposals,” said Scott Shanley, who is the Manchester general manager, who said they’ve already made cuts and eliminated many positions.

“We will continue to do that kind of stuff to manage a reduction in revenue. If it’s too big a reduction, it will raise property taxes,” Shanley said.

Republicans have put forth their proposals, some of which are included in the governor’s final proposal, but the rift now is between the governor and the democratic majority.

“I think everyone is trying to reach a plateau everyone can agree on, whether that happens, I don’t think anyone really knows,” said Republican Minority Leader State Senator Len Fasano.

If lawmakers can’t reach a deal by Wednesday at midnight, there will be a special legislative session.

Malloy proposed his third budget on Monday.
