A man and woman barricaded themselves with a child inside a home in Westport on Monday morning.
Officers were called to a "minor civil dispute" to a home on Richmondville Avenue around 10 a.m. Upon arrival, officers located Kyle and Carrie Owen in the home's driveway.
However, once police arrived, Kyle and Carrie Owen "retreated" back into their home and did not allow officers to enter their residence. A short time later, Kyle Owen came to the door with a hatchet and police said he "refused to come outside" of the home.
Investigators said they saw Kyle Owen "yelling and swearing at officers" while "walking aggressively in the house."
However, police learned that the Owens were not alone and a juvenile child was also inside the home.
After setting up a perimeter and evacuated neighbors, the Southwest Regional Emergency Response Team was activated by Westport police.
The negotiators from the Southwest Regional Emergency Response Team arrived around noon and started talking with the Owens. Police said they were able to talk with Carrie Owen.
After 30 minutes, police said Kyle and Carrie Owen came outside the home through the front door. Officers were able to take Kyle Owen into custody as he tried to run back into the home.
Both were charged with risk of injury to a child and interfering with an officer.
The incident remains under investigation.
