2 arrests made after 4-year-old killed in New Haven crash

NEW HAVEN, CT (WFSB) -

A year long investigation into the death of a 4-year-old girl has led to the arrests of two people, according to state police.

Troopers arrested 27-year-old Rossrandon Stanley and 29-year-old Rayna Green.

They said Rossrandon Stanley was driving north on I-91 near exit 2 in New Haven on Aug. 15, 2015 when he crashed the vehicle. The crash killed Kamorah Stanley.

Troopers said Rossrandon Stanley was driving recklessly at an unsafe speed and had been weaving in and out of traffic. They said he lost control of the vehicle, causing it to crash and rollover.

Several of the people in the vehicle were ejected, including two children.

State police said there were three children total in the vehicle. None of them were properly restrained.

They said their investigation revealed that Rossrandon Stanley had an elevated blood-alcohol content level and was possibly under the influence of marijuana.

Rossrandon Stanley did not have a license and his driving privileges were suspended, according to troopers.

Before the investigation was complete, state police said lied to them about being the driver.

Rossrandon Stanley was charged with manslaughter with a motor vehicle, interfering with police, risk of injury to a minor and operating under the influence of alcohol and/or drugs.

His bond was set at $100,000.

He faced a judge in New Haven on Thursday.

Green was a passenger in the car.

Troopers said they charged her with risk of injury to a minor and gave her a $5,000 bond.

Her court date is Sept. 6 in New Haven.
