Convicted felon arrested after Hartford school struck by bullet

HARTFORD, CT (WFSB) -

Almost a year later, a man has been arrested after a bullet struck the window of an elementary school in Hartford.

Police said they arrested 32-year-old Antwaine Tinsley of Hartford.

They said the call originally came in on Sept. 14, 2015.

Officers responded an area of Vine Street after shots were detected through the police department's shot spotter system.

A caller also reported hearing gunshots in the area, which was directly across the street from the Milner Elementary School.

The incident happened a little after 4 p.m., so school was dismissed for the day. No students, staff or parents were hurt.

A window to a first-floor classroom was struck during the incident, police said.

A short time later, police said a gunshot victim walked into St. Francis Hospital with a non-life-threatening wound to his left thigh.

Detectives responded to the hospital, but the victim was said to be uncooperative.

Over the course of the investigation, police said they developed a person of interest.

Tinsley, a convicted felon, has an extensive arrest history, according to police.

Investigators said they developed probable cause to arrest him.

An arrest warrant was approved in February.

Tinsley was officially arrested on Thursday.

Police charged him with first-degree assault, criminal possession of a firearm, carrying a pistol without a permit, first-degree reckless endangerment and risk of injury to a minor.

His bond was set at $250,000.
