Former Hartford officer arrested amid excessive force investigation

HARTFORD, CT (WFSB) -

A former Hartford police officer involved in an excessive force investigation is facing charges.

Police arrested Sean Spell on Thursday and charged him with second-degree breach of peace and third-degree assault.

According to Connecticut State Police, Spell was arrested for his involvement in an incident that happened on June 4.

On that date, police were trying to pull over a car that appeared to have been stolen.

The car led police on a chase through Hartford and eventually stopped in West Hartford.

While police were arresting the occupants of the stolen vehicle, officers used a stun gun to assist in the arrests.

Video from that arrest was captured on a West Hartford police cruiser, and raised concerns.

In the video, an officer is seen “stomping” on a person who was handcuffed on the ground. That officer was identified as Sgt. Sean Spell, who was with the Hartford Police Department for 20 years, and recently retired a few weeks ago.

He is expected to appear in court on Dec. 21.
