3 charged in cell phone fraud ring

West Hartford police arrested three people Thursday for running an elaborate fraud ring.

David Bagot, 52, Ramone Sooman, 27, and Andre Duffus, 26, were charged with conspiracy to commit identity theft.

Sooman was also charged with conspiracy to commit third-degree larceny.

Officials said fraudulent cell phone accounts were set up using West Hartford resident's addresses/personal information. The men allegedly ordered iPhones to the homes of the residents and then stole them.

Police believe a UPS driver was also involved in the ring. Police said the driver falsely claimed that the packages were delivered to the homes.

The ring is based out of Florida and has hit multiple states. Duffus is a resident of Plantation, Florida.

Surveillance video recorded September 22 showed an interaction between the driver and two men.

Police said there have been a total of 122 fraudulent equipment orders shipped to West Hartford since May 24, 2016.

There are 216 devices that are missing and are believed to be stolen. Police said the total value would be more than $170,000.
