Two people were arrested following the shooting of a 10-year-old girl in Hartford earlier this month and police believe the incident was the result of ongoing shootings in one section of the city.

Kwanze Fluker, 22, of Bloomfield, and an unidentified teen are the suspects, according to police.

Fluker is a suspect in at least one other shooting, according to police.

Police said they obtained two arrest warrants for the suspects on Tuesday.

On Nov. 6, police said the girl was shot in the face while she was in her house on Branford Street.

Police released the information during a 10:15 a.m. news conference on Wednesday.

"We had a neighborhood and community that was traumatized and hurt by this," Hartford police Deputy Chief Brian Foley said.

The girl was the unintended victim of a drive-by shooting, according to Foley.

Officers responded to the area after the city's Shotspotter detection system recorded 11 shots being fired.

Wednesday, Foley announced the arrests of a 17-year-old shooter in Hartford and a driver in Bloomfield, now identified as Fluker.

The gun was also located in the shooter's house. It was found to be stolen from Glastonbury. The vehicle involved was recovered last week in Manchester.

"The motive appears to be other shootings," Foley said.

Fluker was arrested in Bloomfield and has been charged with first-degree criminal liability/assault and conspiracy to commit first-degree assault.

The 17-year-old was charged with first-degree assault, conspiracy to commit first-degree assault, first-degree reckless endangerment and unlawful discharge of a firearm.

"We believe these people were involved in shootings going back and forth," Foley said. "The girl and her family had nothing to do with anything that was going on."

Foley said there's been an uptick in shootings in the Blue Hills Avenue area of the city. The other shooting Fluker is accused in happened on that street on Oct. 30.

He said the victim's family did have some extended family that was involved in the Branford Street incident; however, police believe the house was mistakenly targeted by the suspects.

Foley said the suspects were taken into custody and were at the Hartford Police Department on Wednesday morning.

Both were interviewed by police during the 6 a.m. hour.

They're expected to be arraigned in court later in the day on Wednesday.

Foley said a bullet remains lodged under the girl's eye. It's expected to to be removed this week.

"She's expected to make a strong recovery," he said.

She reportedly still has full vision.

The family was notified of the arrests Wednesday morning and did not wish to speak to the media.
