Dog dragged electric scooter

(Meredith) -- A California woman was arrested after surveillance video showed her allegedly dragging a small dog while she rode an electric scooter.

Elaine Rosa was charged Friday with animal abuse and neglect, KERO reported. She faces up to 3 years in jail and a $20,000 fine.

Rosa allegedly dragged the dog by its leash through a Bakersfield neighborhood on Jan. 6. A bystander named Brandon Sanders said he was riding his bike in the area when he witnessed the incident. 

"The dog was on its side, and we watched it being drug at least 100 yards and there's no telling how long she had been dragging it before we saw her," Sanders wrote in a Facebook post that included photos of the injured animal. 

He said he then called the Bakersfield Police Department. 

Police later identified Rosa as the woman seen in the video, according to a press release from the Kern County District Attorney's Office.

Rosa is not the dog's owner.

The dog, named "Zebra," received medical treatment and was returned to its original owner following the incident, the Bakersfield Californian reported.

According to the newspaper, Rosa worked as a contracted psychologist at Kern Valley State Prison. Her contract was terminated a day after the incident. 

Rosa's attorney, Bo Koenig, released a statement Friday saying his client plans on "cooperating with law enforcement 100 percent."

Sorry, I saw this was in California. The state will give her a 'reward' be being a good citizen after sneaking into the country.

Here's a good example of why we need an "eye for an eye" punishment here. Where do I sign up to be the one driving the scooter? To scale it to her size, can I use my car?
